Overview
Correction, 9 October 2026: Our earlier version described a 50% MDCAT requirement for overseas study as the current rule. Reports published on 5 October say PMDC removed that requirement for Pakistani students pursuing medical education abroad. The earlier wording has been corrected. This guide now focuses on the checks that students should make before enrolling.
What changed?
Published reports describe a Council decision taken on 14 September and communicated on 5 October exempting overseas medical students from MDCAT. Read our exemption news explainer for the reported change and its limits.
An exemption from an entrance test does not establish that every foreign institution or degree is recognised in Pakistan. Before paying, obtain the latest written guidance from PMDC for your intended programme and admission year. We have not located the underlying October notification in the public-announcement list checked for this update.
Before choosing a university
- Identify the exact institution, campus, degree, teaching language and admission year. Similar university names can conceal different campuses or programmes.
- Ask PMDC to confirm whether that programme and institution meet the applicable recognition requirements. Keep the written response rather than relying on an agent's verbal assurance.
- Ask what student registration or documentation must be completed before departure or enrolment. Check whether the exemption affects your specific intake.
- Confirm the university's own academic, language and admission requirements directly with its admissions office.
- Check the destination country's visa and professional-registration requirements independently.
Budget and documents
Request an itemised written estimate covering tuition, accommodation, insurance, travel, visa costs and any compulsory clinical-placement fees. Read refund terms before paying a deposit. Keep admission letters, payment receipts and correspondence in one folder, and verify payment instructions directly with the university.
Returning to practise in Pakistan
Ask PMDC which registration, assessment, internship or licensing requirements will apply when you return. Entry to a foreign university and permission to practise in Pakistan are separate decisions. Requirements may change during a multi-year degree, so retain official guidance and review it periodically.
If you are also applying in Pakistan
Do not apply an overseas exemption to domestic MBBS or BDS admissions. Follow the MDCAT eligibility and admission notices for your Pakistani admitting university. Our passing-marks guide and merit calculation guide explain the 2026 cycle.

FAQ
Common questions
Is the old 50% overseas MDCAT advice still current?
It should not be presented as the current rule after the reported October exemption. Confirm the current written PMDC requirements for your intended intake before enrolment.
Does the exemption recognise every foreign university?
No. A reported test exemption does not establish recognition of an institution, campus or degree. Ask PMDC about your exact programme.
Can I skip all PMDC paperwork?
Do not assume so. Obtain current instructions on student registration and documentation; the reported change concerns MDCAT, not every requirement.
Does this remove MDCAT for medical admission inside Pakistan?
The reported exemption concerns studying abroad. Domestic applicants must follow their applicable admission notices.
Where should I verify the rules?
Contact PMDC and the university directly. Request written answers with the notification date and applicable admission year, and keep copies.
